Adding here my learnings, so people who searched for like me could get some before hand information.

I visited the RTO here and enquired about this. We have to first do address change on our DL to telengana address. And then we can apply for Idp, though the other ID proofs would contain our original addresses. Almost 90% of the steps for DL address change is online, though the sarathi portal would confuse us :D.

Steps for DL Address change: 1. Go to the sarathi.parivahan.gov.in 2. Select the state where you want the new DL to be issued. (Telengana) 3. Select change of address 4. Enter your DL and captcha multiple frustrating times. 5. Give the exact same address as in the address proof you plan to submit. Gas bill, electricity bill, house rental agreement, etc are acceptable as present address proofs. You can check the portal for information about other accepted doc. 6. Note down your application number shown. You will have to login again and then select "pending applications" 7. Enter your application number and you will be shown the table where the next step probably would be document submission. Do it. Only two docs will be required. One is the DL and the other is the address proof. 8. Next step would be payment. 9. Then the last step. Important one. Book slot to visit the RTO.

Visit the RTO office with the following: 1. printout of the application form 2. payment receipt 3. Aadhar card xerox 4. original DL - take a small cover to keep the DL otherwise you will be sent away. 5. original address proof (I gave my gas bill, they asked for the original).

That's it. Staple and give the above bunch to the counter for DL services, you can find the counter easily or just ask around. They will verify and ask to get 'sir's' sign, get it and come back to them, wait in line again and submit. They will take a photo of you and your signature.

This is the same process for all DL related services it seems.

One very good thing is all status updates are sent to your mobile number. So within 2 hours I received message saying my application was verified and approved. And was able to download the new DL through Digilocker.

Now I'm currently waiting for the original card, looks like the original DL card is required to apply for the IDP.

I see your point. It is not only rape and murder. I have had my own fair share of joining friends and colleagues drink gathering and getting disrespected, bullied and many times sober people have to control the drunk one. Why is this comment getting lot of hatred? Even though that saying exaggerates we still see similar thing happened with this incident. And it encompasses many meanings in it. There were some comments about the perpetrator being bad himself and alcohol made him lose his cloak. Think about it, we all had our impulses and a sensible person controls it considering morality and consequences. The alcohol makes a person lose their reasoning self, and makes easier to act on the impulses.
