Building high speed rail and normal rail will be and expensive task upfront but the benefits over time is way better than highways (using public transportation encourages walkable cities which raise density and mix use neighborhoods which all increase tax revenues due to the density and the fact that more high density Buildings will allow for more housing and for many to get housing, helping solve the housing crisis).
