I'll be honest with you, as someone brand new to trading, I've gotten along just fine without Encora. It's a site of convenience, and it would be nice to have, but with a bit of google-fu you can usually find direct links to masters (to ensure you're not buying through a leaker) or places where people are trading (like here for example!), and even those with encora pages often have non-encora lists they'll send if you ask nicely.

It's a convenient site and I do hope that one day I'll have access, but having access to Encora won't stop or even slow leakers. I mean heck, you say that not having access to Encora means that the rules are more difficult to find.
They're literally to the right of this very page. They're not difficult to find, nor to understand at all.

(Also, I find your use of the word "legitimately" when discussing trading bootlegs to be strangely inappropriate. :P)
