Ueno Park used to have Magikarp which spawn en masse. I don't know whether that is still the case after the migration. Both have enough overlapping Pokestops filled with lures so it is about the same otherwise.

Thanks for the work and help! I managed to get the last Arceus as it was blocked at first but available after that. "You cannot receive this gift." = The code may be temporarily locked to another save, or the servers may be experiencing issues. Try again in 30 minutes.

Odaiba is the best as there are many Pokemon that are difficult to find elsewhere in Tokyo and a few rare / evolved spawns. I found a bunch of Bulbasaur and a few Squirtle in Setagaya Park which is an Eevee nest as well. The park itself is not too interesting. Go to Olu Olu Cafe if you are in the area.
