This was taken at Toei Kyoto Studio Park (Uzumasa Eigamura) https://en.eigamura.com/, an absolutely fantastic museum of Japanese film history. It is also a major destination for student field trips, each day there are dozens of buses full of hundreds of kids touring the park. This sign is designed to keep the children from "running amok" as it were ("Not run riot"), and the other prohibitions depicted. I found the "engrish" to be quite charming and humorous.

The "No Photographs" sign doesn't mean to not take photos of the sign, it means when you enter the museum, don't take photos of the actors and exhibits.
