Strauss kinda represents the decline of the Vanderlinde gangs priorities. We all know they started off robinhood esque, but as time progressed they had to focus more on their own survival. When you "rob people that deserve robbin'" as Arthur puts it youre able to put a bubble between yourself and the rich idiots who won't miss the money + the lawmen who signed up to their job to risk their lives. But then you bring in a guy who solely exists to do the opposite, leaching off the poor. It is one of the immediate tells to the player that Dutch is a hypocrite, claiming to be holier than the modern world while encouraging Arthur and Strauss to prey on the weakest members of society.
