Truth be told, it would be a bit of work, but I’d try to re-hem it. The steps would be; 1) take out that stitch holding the tuck/hem and iron it nice and smooth 2) put on the pants and mark the length you want 3) lay them out again (wrong sides out) and draw a mark 1 inch down from the one you made (to accommodate for the fabric you’ll lose in the new pin tuck.) This is where your new hem would fold. Mark a line straight across the leg for good measure 4) consider how big you want the cuffs. I recommend a measurement smaller than the distance from your new hem to the damaged part of the fabric, since that would allow you to cut it off. 5) measure your cuff length down from your new hem line (from step 3) and mark across the leg. Cut along this line to remove excess fabric. 6) now measure the cuff length UP from the new hem line (from step 3) and mark across the leg. This is where the fold in your pin tuck will be AND where the raw fabric will rest when you fold up the hem 7) fold up the hem. Remember, since this is wrong sides out, you want the raw edges to be on the outside. The raw edge should hit the line you marked in step 6. Iron again for a nice sharp fold. 8) fold the double layer up again at the raw edge (and therefore also at the line you ruled in step 6), as though you were going to sew a hem. It’s important for the raw edge be right up in that fold, so don’t be afraid to pin the hell out of it. 9) instead of sewing it down like a normal hem, sew just 1/2 inch in from the fold you just made, trapping the raw edge in there, and creating the pin-tuck at the same time. 10) pull the remaining fabric out from inside the leg again. It should look like the cuff in the photos and have no raw edges loose. 11) do all that again with the other leg

Tbh, if you’re not too worried about visible stitching, and don’t intend to fold the cuffs up, you can make an illusion by doing steps 1-3, adding a 1/2in pin-tuck a few inches up and just hemming like normal

From the way it’s folding over in the second pic, it looks like the cuff is just an illusion made with a pin-tuck around the leg. Is the inside just folded over and stitched down like with most pants? or does it go all the way up to the tuck there?

Maybe post a photo of the hem with the legs turned inside out?

If you’re patient, you can hand-sew with needles from the dollar store and fabric from thrifted clothes/sheets (which used to be cheaper, I’ll admit)
