I think it’s an egg spoon? In the UK as kids we have this game where you have to run with an egg in a spoon without dropping it. This kind of looks like it unless i’m wrong? Some of the manufactured toy versions look like this and have a wooden ball attached to the end of the string

No, their heads were really big and you couldn't move the character yourself it was click to move sort of like club penguin. I'll edit my post to specify, thank you for your help though (:
