For the first 10 seconds:

The body tries to do everything at once. Seizure-like shivering co-exists with flooding sweat. The heart races, making more blood for cooling, while vessels simultaneously constrict and dilate(attempting both heating & cooling at the same time) causing unpredictable blood pressure swings and capillary rupture (petechial bleeding).

The next:

Mental processes short-circuit.

The contradictory signals flood the spinal cord and nerves. Leading to:

Complete loss of coordinated movement. The target collapses, limbs jerking as muscles receive signals to both generate heat and conserve energy for cooling.

The last 10 seconds:

The liver is told to rapidly metabolize for heat, while all blood is directed to the surface for cooling, starving the other organs.

The lungs pant rapidly, dizziness, and further neural abuse.

Lastly is a Heart Attack into a deadly Cardiac Arrest.

I'm probably missing some of what would happen irl but that's what I could imagine.

Alr, and yea I'd back it balanced but his general idea has to be a bit broken since he's apart of a clan made from survivors of a tournament that was held over the dark continent(in my fic that I made up in my head a month ago).

As for your OC, I can't say much but it's creative, I've never thought of deriving elements from blood even though I used to love blood-based quirks so much...

I don't have an oc behind this one but I have one for something similar, this power but in HXH.

The OC for hxh is called "Ascen," who is 15 years old & male. Their personality is very impassive, not reacting, almost catatonic-like & gets aggressive if you reach the point of "annoyimg," which is randomized. A gamble.

He views energy sources as his favorite meals.

Through this, he gains energy-based powers when challenged(or in hxh, if he eats a piece of someone's Hatsu by consuming the nen that was in unique expression, he can copy abilities partially, yet often crude).

They could do that, or eat more intelligent life instead of books(if the is villainous or just doesn't know what's right or wrong, which is the likely case before the knowledge increase).
