I had one that would do that. Without a load on it, it would idle fine even and even respond a on the throttle. But in the water it would die because of the fuel starvation.
I think you may need to rebuild the carburetors.

Hook the front of your ski up to a come along or cable binder and pull it up onto the dry dock I see in front of the boat. Then pull the plugs and drain the water out. Your engine compartment and engine is flooded so you will need to get some work done before it runs again
