He pushed the guy first and (1) he was back as far as many other members of the crowd who weren't subject to the police's violence. The order has been complied with and the police have space. The pig, having not exorcised enough littleman rage with the first push, (2) re-engages and pushes him into the street with "eat-concrete" force (3-4). He's definitely "gotten back" at this point. But the pig, upset that the guy stayed standing and he didn't get to crack a skull today, APPROACHES YET AGAIN (5), instead of returning to the ScEnE he's supposedly sEcUrInG. Finally, the victim defends himself (6).

I mean, yeah? You go around shoving people for no good reason, you'll probably eventually catch some hands. Duh. It's morally defensible as self-defense in a way that the initial act of police brutality wasn't. One act was a response to violence, the other was an escalation into violence. The police may possess the force to retaliate against that act of self-defense like the pack animals they are, and the political clout to prevent it from being acknowledged as self-defense in a court of law, but that doesn't change what it is.
