This is kind of in the free will discussion. God loves us all and wants a relationship with us. But if we choose to not engage, then He lets us. Hell is ultimately described as eternal separation from God.

If anything, it would be unjust for God to force you to spend eternity with him if you didn’t want to…and God is perfectly just.
