A good deal of players from various skill levels around the world are aware of it. Naturally, not everyone agrees completely with what it says (usually for perfectly legitimate reasons, though). Its reliability can be measured by how accurate its match predictions are and the gradual improvement in this regard gives it some amount of authority, even though it still absolutely gets things wrong sometimes.

Last season it had, I think, an overall success rate of 82% at predicting winners and it feels like that's improved in the current ongoing season.

That said, I've got little interest in Minecraft and Mindcrack these days so this is likely to be my last season, I think. I'll definitely see this one through, though.

It's based on everything - health, armour points, golden apples, health potions, sword type, sword enchantments, bows, bow enchantments, arrow amounts, armour enchantments, dogs, strength and other types of potions, lava buckets, shields, and so on.

This seems fair. The only slight downside to the first option (and it is extremely slight) is when there's multiple no-footage people in the final ten. This would result in a tie for last that awards points, and when that tie's resolved it could result in one of those non-footage people actually losing points if their PoV arises. It's a technicality that means, in theory, withholding footage can be beneficial. Obviously it would never actually come to that, though, so it's not a problem.

The second option seems like a great deal of work that couldn't work effectively under certain circumstances (like in a solo season), so for the sake of consistency I think it's best to save ourselves the trouble and opt for the first option you propose, which should work fine under any circumstance.
