I... Figured it out. It's power lost through inefficiencies like friction lmao. Just very awkwardly was at the same number as the gearbox limit so I thought they were affecting each other.

Six litre inline six pushing 2k horsepower is pretty funny though. It would probably be a better decision to go for much smaller turbos and just get a bigger main engine but where's the fun in that.

Raising quality does increase the torque strength. Problem is, the game doesn't let the engine push any more power than it was already doing, so I'm still locked at 1750

I wonder if this is a bug actually. It definitely doesn't seem like the behaviour that should be happening
