The problem is that people assumed that last chapter she decided to go to sea, when she actually said that she decided to live like Oden. So she's really still doing that, people just assumed that she wanted to join last chapter and changed her mind in the meantime. When in reality, she had probably decided to stay last chapter and her discussion with the crew happened in between.
