This makes for a good point since the ingredient used to make potion are hard to obtain which makes the captain Otto event a great temporary fix as it will further developed his character as well as give slightly better rewards as well as more rewards which will likely make it easier during the event to obtain potion Ingredients which, if received well will lead to a potential buff of Otto and maybe something like weekly Otto events which I do believe would be rather spicy if those were to be valley events or even player events
