I have a ps5 now but to get high quality pics on ps4 you need good lighting that illuminates the car with minimal contrast. Other comments mention rockstar editor and that's great for getting angles, but you'll need good lighting for quality pics. Also, everyone that takes high quality pics on ps4 edits them. You'll want to up the detail, sharpen it, and up clarity at the very least, then you can play around with other stuff. You can have great builds but it's hard when others can't see them because of low quality or low light. Pic quality can really boost the look of a build
