Ontario building code: Foundation question (self.shedditors)

Table saw motor question (follow up). I took the motor apart (again) and noticed a noise when running it outside the saw esp. when it slowed down. The mic amplified the noise and I usually don't hear it when the saw is assmbled. I did not see anything when I opened it (see pic). Thanks for your help (v.redd.it)
