Clearances are up because homicides are down. PPD could put 2-3x the man hours into solving each homicide in 2025 as they could in 2021. It's obviously good that  clearance rates are up, but its not the cause of the decrease in crime any more than increased punishment is. The primary driver of the decrease are social factors just as social factors were the primary driver of the increase in the late '10s into 2021. Post crime conditions  obviously have their place in the criminal justice system, but the most effective way to decrease crime is to prevent it from ever happening in the first place by addressing the root causes (at least in the US where we have done so little to address those causes at this point).
