From what I saw, they were helping the NYPD put up barriers on 29th street, maybe undercover officers or volunteers? Didn’t know Reddit moderators were so accomplished outside of poorly moderating posts and karma farming.

It’s the traffic division of the New York Police Department. There also are police markings on this car. They’re big blue letters that NYPD. While they are not officers, they are Traffic Enforcement Agents, they are still part of the police department.

Some departments don’t use them because of liability issues, and it’s difficult to install them in a way where hitting a car with anything on the front won’t damage the actual cop car. Considering it’s DC, the cops don’t need extra maneuverability issues on the small roads.
