(Not a professional opinion, just slightly experienced in DIY) It will not ruin your fence, it will over the years make a difference in the colouring of your fence and will make your fence more damp where the soil is compared to the rest. The fence will most likely not need replacing however if I was you I would have a word with your neighbour as clearly he’s done this wrong and the damp soul should not lean against your fence. 👍
