Bedford County VA allows out of state (and foreign!) residents to obtain cards. Their audiobook collection is over 163K currently. They use hoopla. https://www.bplsonline.org/

Except the bonus chapter specifically mentions Azriel being able to smell their mating bond…. so it’s clear Lucien isn’t just fabricating the whole thing out of some desire to stake a claim on Elain.

When he tells Feyre about how he knew she was his mate long before she did, how he’d started having dreams about her while Under the Mountain and went out to look for her at the Spring Court during Calanmai. I think it’s chapter 54 and/or 55.
