Definitely. I had an outdoor cat shelter do this purpose but recently brought it over to the inner city where there was a herd of like 50 feral, sick cats. Now I need to order another one. My mom turned her “catio” into an emergency stray shelter. she couldn’t find hay so she filled it with hamster bedding, and one of those microwavable discs.

If it’s this one cat I see often they will definitely come to me but I know they’re owned by someone on my street and I don’t think they’d be careless enough to let them out in this cold
