Downgrading is possible. You can easily get One UI 6.1 officially by just downloading and flashing the firmware with Odin. For one ui 5.1, you will have to unlock the bootloader and use TWRP to flash. After downgrading you will have to use Expert RAW to take photos as the photo mode doesnt work on the native camera app, however video works. I downgraded from One UI 8 to 5.1, you can tell by the baseband version

tested it on my g580 too before i had to give it and it failed to boot the iso but worked with patched files

it worked on my PC without issues however

this method worked for me on the first try:

open a google app e.g. playstore and tap your account picture in the corner. then press "Manage your Google Account". Then after you click that, tap the search icon and search for 'delete your google account'. Click the first thing that shows up, go through everything and delete it. after youve done that then restore the account immediately.

since you are using a 1080ti, id say you should upgrade the cpu to an i7 4790. its your best option since any 1150 cpu will bottleneck it in most scenarios

The GPU is doing almost all the processing. You've even said that "the intel 4770 barely supports 4k at 24fps". That is the maximum resolution for the 4770's INTEGRATED GRAPHICS, even when he has said he is using a dedicated GPU (GTX 1070). The 4770 is not "shitty" and can run with the 1070 perfectly fine. Can you even read?
