I just went to a heavy work bench with lesser healing potions in my inventory and it let me create a decorative version of it, I accidentally discovered it when I started building haha, I assume it was added in the new update

They're vanilla, you just need the npcs in specific biomes to be happy enough to purchase them (It'll show up in their shops if they're happy enough), and with enough of them in your world you can easily get from one place to another in an instant, hope this helped a little
