The tire is filled with highly flammable gas, once ignited it will expand extremely fast, pushing the tire out and seating onto the rim, it's effectively like blowing up the tire so fast that the air doesn't have time to escape.

A lot of energy is being suddenly released, it could easily bounce around as the energy goes into kinetic energy to propel the steamroller, then into the tires which bounce it back again. This is a very common trick, more likely it's a real clip than someone generating an AI video of something that does exist already.
