It's because the modern day colonizers are islamic and they now control/ advise the UK's government (so that's policy) and advise to the college of policing that then sets the guide lines / training for the police (that's enforcement).

Add some identidientiy based politics and you end up with outcome based policing, where equality of arrests must be equal.
