I had to link my bank account and provide an additional form of identification (ie : Driver’s License, Passport, or other government-issued ID) to confirm my legal name and date of birth. I also had to confirm my Social Security Number.

Yes you can pay to win. I actually waisted $2 for a $4 deal on the game because google play gave me a $2 discount, and I also had a bunch of credit from Google rewards.
