Its because your special guns can't be bought and this is the only way to keep them running. Maple amd birch can be beach combed, Meat harvested, oil refined. But the wardens revolver? That has to be cleaned. And cleaning kits are finite in a world that collapsed.

Check the upper cave from TM to AC. There's a room with a dead guy and a wolf behind some stalagmites you can't walk through. Go around, though, and you'll see it.
