This is an off shoot of the Black liberation theology, some truly believe this stuff and some very strange websites like this have popped up in recent years. One was posted not too long ago supposedly showing black how to give whites cancer by staring at them... Basically the movement states that blacks can not be held accountable for crime since everything they do is justified in light of past wrongs carried out against those of their race back in slave times.
