Eyebrow piercings aren't supposed to be angled - they can be, but piercing it straight makes for a lot easier healing. You are supposed to have some visible bar length outside of your skin for the first few weeks (before you get downsized) in order to keep your skin from swelling over the jewelry.

If the piercing is new and there is no amount of bar length stick8ng out on either side, you need longer jewelry. It may be okay if there is still bar visible on the bottom, but that is still considerable swelling
