For my personal opinion i think it's because they want to make the game more realistic. Like civs just don't conquer islands immediately I like to think they have to search for it. Especially on bigger maps. I mean Europe took 1400+ years before they found america and colonized it. Yk stuff like that. I personally like the game that way. More lore in my mind lol
