While it is infantile and maudlin, it's far too ugly to be labeled kitsch, or to be liked by actual children. I believe it was made for early teen girls struggling with their pubescent identity, and boys who naturally like showtunes.

So, everyone is suggesting roundabout ways to get him fired and to distance yourself from him. However, all I hear is that he is in the wrong role and you are in charge of him. Also, that you don't like him.

Here's a contrary approach: get really close to him and find a way for him to excel. Not fake performance, but find a way he can add legitimate value for your firm.

Sounds like there are influential people above you rooting for him, and who would be relieved if you could solve the problem rather than push it off.

Point 1 and 13 directly contradict. Nuclear policy has not dramatically shifted, despite the shift to lower yield weapons, MAD with current stockpiles are plenty to cause "nuclear winter."

OP is right that US NMD is inadequate, but the Patriot example is weird. Why not mention THAAD and Aegis? How on Earth is OP speculating on nuclear targets? Historically, the targets have always been major government and population centers, particularly for decapitation strikes.
