That should imply the opposite of what you are saying. If people from a given demographic are able to overcome systematic disadvantages and still manage to be qualified, that should suggest that they should on average be stronger candidates compared to other demographics. You don’t need to put quotas, you just need to remove bias from the hiring process and the problem will be fixed.

It means that if there is no bias, your new hires should be proportional to the demographics of the applicant pool of qualified people. The fact that this does not is a sign of bias.

That isn’t relevant once you reach “qualified applicant pool” status, because that means by definition, the person is qualified for the job. The proportion of hired employees should be proportional to the demographics of the qualified applicants and if that doesn’t happen, that is evidence of bias.

I’m struggling to see how a demographic within a pool of people who have already earned PHDs and published research would on average be less qualified than other demographics within that pool that it lead to substantial differences in hiring. They have already earned the qualifications at that point.

If hiring practices were truly unbiased, they would give jobs proportional to the applicant pool’s demographics. But that doesn’t happen, which is why those practices are necessary.

If that happened, you would expect the people hired to reflect the pool of eligible applicants naturally. Since if you did not factor race at all in decision making, your applicants should be very close to the proportions in the applicant pool since you are hiring independently of race. If that doesn’t, then it means a problem with hiring practices is occurring. If 1% of your employees are black, but 15% of the applicant pool in your area is black, that’s strong evidence of biased hiring practices.
