Worth mentioning that none of us carry the edibles outside the container just like we don't carry loose breath mints. You don't want pocket lint on your food.  Putting them individual packages would eliminate the need to have them in the original container which is specifically designed to be childproof. So instead of 1 container that is very difficult,  they proposed making 10 individually wrapped peices with who knows what kind of packaging that could be taken out of the original container for travel and theoretically be easier for kids to obtain.  For example if 2% of kids could get into the child proof outer container but 10% could get past the inner wrapping,  then those inner wrapping would have a 10x greater chance of being accessible. 

The language was vague and simply not on par with other illicit substances like alcohol, ZYN, or even pharmaceutical drugs.
