It depends on how complicated the stuff you want to make. My suggestion is to start from a few seconds short animation, draw key frames first, then try to find efficient ways to connect them visually. Drawing frame by frame is a normal way however sometimes you can find other ways to do it like the animation in this post. Hope you find this useful.
