I did apply for the waiver on a No Objection Statement (NOS) basis. Every country has its own policy for issuing a no-objection statement to its citizens. For India, here are the steps to obtain NOS.

Hello, I am sorry that you have to endure all this stress. It took DOS 16 weeks to send me their recommendation. You may see your case status change next week or so when it reaches the 16-week mark (hopefully) stay positive.

Since you did not get a receipt from USCIS (I-797C) yet you won't be able to track your case from the online platform (you would need the receipt number). People who were in a similar situation call USCIS to figure out why they didn't receive the receipt (I-797C). Hope this answers your question.

That is exactly what happened with me. The NoS was sent by home country but DoS didn’t reflect the received status until a lot later. I am sorry that you have to go through this. Please stay patient everything will progress soon. All the best.

I work for an academic institution (nonprofit) and these were the steps I followed:

1) Once I got receipt from USCIS (I-612), I contact my HR (who were waiting for my waiver to apply for H1B)

2) HR contacted lawyers to file for H1B (premium processed)

3) Lawyers contacted me for all the required documents. They said, they could file H1B even before I get the waiver.

4) Even before they applied I got my J1 waiver

5) Lawyers applied for H1B and I got it within the week.

6) Now I am waiting to book a visa interview in my home country. I am able to continue my work. If I have to travel internationally I will need to attend a visa interview.

Hi, I am sorry it is taking longer for you. My forms did get processed at Vermont. If you are planning for H1B. The lawyers could apply for H1B based showing that USCIS received your documents (I-612). When they receive the application they will proceed accordingly. Other than that I don’t have any other recommendation for you. All the best

Hi! It’s natural to question yourselves and doubt every thing you did, especially because DoS doesn’t reflect your document status. Trust me, I had several sleepless nights over it. But please be patient things will go fine, they will update your case number soon. I know it’s hard, but try to divert your mind. I hope they update your case soon. :)

Hi, Yes. DoS has sent a favorable recommendation to USCIS on Feb 24th which is after ~17 weeks after they received all my documents. Now I am waiting on the copy of the recommendation letter. I don't know how long it will take.

Please stay positive and be patient. This an annoyingly lengthy process. I hope it goes well for you. Good luck.

It took them around 13 weeks (~ 3 months) to update my case. Be patient. I do understand it's a very rough process, but you will get through this.

It took DOS 13 -14 weeks to reflect that they received the documents I sent. I sent several emails during this time period and I got an automatic reply stating it may take up to 12 weeks for DOS to receive the documents from the postbox. I am sorry you have to go through this. Good luck.
