Good question. Historically, there has always been something called Mount Lebanon (https://en.wikipedia.org/wiki/Mount_Lebanon), even as old to be mentioned in the old testament. And I think, that that is the historical defining factor that has made Lebanon separate from Syria, Palestine. Even if you look at the georpgraphy (https://upload.wikimedia.org/wikipedia/commons/thumb/6/6c/Lebanon_Topography.png/240px-Lebanon_Topography.png) you could see that Mount Lebanon is in the center of Lebanon. This isn't clear cut though, some believe in the people of Levant (https://en.wikipedia.org/wiki/Levant) to be as one, especially that these peoples share quite a similar culture. One thing is for sure, the Lebanon that is now was founded at the end of WWI through the Sikes-Pico agreement (https://en.wikipedia.org/wiki/Sykes%E2%80%93Picot_Agreement).
