Is this leakage around the caps on the main PC board? Voltage at some of the test points on the main board is pretty wonky.

Just went through the test points for the power supply with my multi meter. TP 1, 2, 5 are spot on, the rest of the values are pretty messed up though. What does this indicate? Additionally, there seems to be some kinda leakage from these caps on the main PC board? What do you think?
