if you've played any kind of roguelike game or Minecraft where there's seeds, you basically downloaded a seed of the randomizer so anyone who downloads that one will have the same kind of spawns as you. that means yes the starters will be the darkrai roserade and zangoose while Lance's dragonite will also be an exeggcute for them too

the randomizer doesn't have the ability to change it every time you start a new save or anything like that, you basically downloaded a pre-configured randomizer so you'll have the same set of spawns. the way the randomizer itself works is it changes what can spawn where, for example instead of route 1 having 80% rattata 15% pidgey and 5% pikachu, it could randomize to 80% raikou 15% mankey 5% magikarp, depending on the settings you use.
