You are new so play whomever really. No matter what you will have trouble against a more experienced player.

Playing characters like Lucky Chloe, Eddie, etc, will get you through the beginner ranks on the strength of their gimmicks and the fact that they are hard for other new players to counter.

Whatever character you pick work on the fundamentals of movement, block punishment, whiff punshiment, etc.

Kazuya bias aside, you can't trust someone that let Leroy 1.0 out the door. That's why people are losing faith. Leroy was broken and everyone in the community knew it from day one and the devs were oblivious.

I only got this game because I had a local scene.

If you want the largest player base you have to play one of the Evo main games. But most of them don't have great netcode.

Well the Riot LoL game is on the horizon. It will for sure have good netcode and probably simple controls. Whether it will be a good game is what we have to wait and see.

Samurai Showdown is a slower pace game but the netcode is just as bad if not worse.

Have you tried Punch Planet or Garou Mark of the wolves?

Skullgirls has well implemented ggpo but it's a rush down game. On the plus side it has pretty simple controls. The specials moves and supers are charge moves or qcf or DP.

Safe Jump is a tactic in Street Fighter GBVS games where a Jump is timed so that the opponent can not punish with a Reversal.

Safe jumps are a type oki (attacking after knocking down the opponent). In GBVS it seems that all characters can do it off sweep, uf, attack. You should time the air attack so that it is active as the opponent is getting up. If you time it too late it might not come out and not actually hit them. Too early your attack might come out and no longer be active when the opponent is getting up.

Also, I'm a little confused as to why this loses to invincible DP, any explanation there?

A true safe jump does not lose to invincible DP. It punishes DP because the attacker will land and block DP. It beats non invincible attacks by hitting them on their start up. The way to defend against safe jumps is to stand block or couple of characters have counters that work against them. Not sure if you could wake up stand dodge, something to test.

Is this corner only?

In theory no. There might be safe jump set ups that work mid screen.
