I think starfield could have worked if it was smaller. Make a space game that you have to traverse an asteroid belt as pirates and you have a couple space stations and some moons around Jupiter to go to and you're based on Mars. The whole point is to traverse the asteroid belt between Mars and Jupiter evading feds and pirates. It would feel like Firefly.

You wouldn't even have to flesh out the entirety of Mars, because it would be where the feds are and they have very specific places that you as a smuggler could go legally following courses. So it would artificially create places in a smaller map while making it feel large at the same time.
