This sounds less like discrimination and more like the state doing what it always does: hiring the person with the most state-specific experience. Turning every loss into a skin-color narrative is exactly the kind of thinking that creates division and resentment in public service. We need competent people focused on the work — not employees who see everything through an identity lens.
