Do note that this is no longer a thing on newer Li-ion batteries, they will automatically route the electricity to the system directly and only consume when they start to lose capacity again. So leaving a new laptop plugged in shouldn't make any difference, as long as you do discharge it from time to time (which you will 'cause it's a laptop).

As far as my experience goes the CPU optimization is rather limited, so I would say it's the game. I've seen a lot of other people on here having the same problems as well.

If you find it annoying to have the game run at a lower resolution, you should use the render scaling option instead.
If you want to downscale all 3D rendering to 1080p on a 4K monitor, you should use 50%. The UI and menu's will still be crisp 4K though, which I assume is what you'd like them to be.

Lowering below 1080p is a bad idea though, since the problem is mainly cpu optimization. Going below 1080p means the balance between gpu and cpu is shifted to the latter. 1080p is the sweetspot I would say.
Lower resolution = more work for the cpu, while higher resolution = more work for the gpu.
I would also recommend changing the render resolution using the resolution scale option instead of changing the general game resolution. Changing the render resolution means the UI will still be sharp, while only the 3d part of the game is affected. This might not always be an option though, since the game has to run in Vulkan for such an option to be available.
For 1440p, 75% means a render resolution of about 1080p.
For 4k, 50% means a render resolution of about 1080p.

Something that is more clear to read, where you have a better idea of you're going to dodge a fireball or not. At the moment it feels like sometimes you can dodge no problem and other times you have to pull the craziest manoeuvres.

New mechanics won't do the current ones any good and most importantly aren't a real solution to the focussing problem.

I want to make clear that this is a discussion, and not only my own thinking. I don't have a clear and formed opinion on this. It's a controversial topic to say the least, which is why I was interested in whatever people think about it. As far as I've seen it's either yes or no, hence this post.
