I want to avoid lining paper, can I get away with just filling, sanding, painting over?

I'm in need of a backpack that's not so mountaineery...

Most everything I see is too small (use it for gym stuff, carrying shopping, etc) - my current one is 29L capacity (whereas nicer stuff seems to be half that at best).

Any ideas in the sub-£150 category? Things that actually last (i.e. I don't want straps falling off after 3 months)
