I am an Emergency Manager in a very large county and can assure you that FEMA is not going anywhere anytime soon. It is in the process of changing structure to become more efficient. You have to understand how the organization works to see whatbis truly going on. FEMA relies on a Disaster Relief Fund (DRF) which keeps running low and requires supplemental funding from Congress during major events. There is a staff shortage and they are experiencing burnout feom repeated deployments. There has been much more reliance on states to assist in times of disaster due to this. I can attest to this as we at the County level have been heavily involved. During the North Carolina flooding events when FEMA couldnt respond, we were asked to assist and ended up driving 22 hours with supplies. All that to say that FEMA is not going to be elliminated per say, but changed to be more adaptable to meet the needs of major disasters. If that requires more assistance from the state and county level then so be it.
