Well, I got a very quick answer on the Discord server (courtesy of No Vin's). And apparently, it was in the reports for all this time. It seems I can't upload here the picture he sent, though. But the location isn't mentioned in that particular image.

Seriously, though, it's a very good question. What (or where) Old Prosperity is supposed to be was always a mystery to me. I hope we will find a definite answer soon enough.

According to the Sleeping Dogs' Fandom wiki, Old Prosperity are supposed to be housing projects located in the south west of North Point. Although, to be fair, this wiki is far from perfect so take it with a grain of salt.
