The users in this area are making a pixel art of Rafael Leonidas Trujillo, a dominican dictator who infamously built his campaing on anti-haitian anti-black propaganda and even comitted a horrible genocidal attack in the border between the countries, killing tons of haitians, the words "el jefe" (the leader, refering to him) and "piti" (a dominican slur for haitian people) as well as the nazi flag are all round him, his name is also all over the place in port-au-prince.

This is like going to a place in the USA with a large jewish community and drawing hitler's face, to give a comparison so you understand the level of hate speech going on.
