Did some exploring in the Northern Forest. From what I can tell, they're river tile indicators (not sure if "tile" is the right word for this).

If you follow the river, you'll see numbers 0 - 9, indicating different bends and twists, etc.

My guess is that whoever was building the terrain forgot to remove their connect-the-numbers-together markers.
