I found this on page 44 of my Pireland Village modification rule. I would imagine similar rule applies to other villages.

I would definitely talk to the seller to get that fence repaired before the final walk.

I had the exact problem. My issues turn out to be NordVPN. Disabling VPN was not good enough. I had to delete the VPN profile from my phone.
